The 26-year-old, who has 34 caps, completed his deal in the final minutes of the summer transfer window - with the Barclays Premier League club confirming the deal with a brief statement on their website.
"The Club is delighted to announce the signing of Elsad Zverotic from Young Boys on a two-year deal with an option," it read.
"Zverotic is a Montenegro international and had been at the club since 2011 when he joined from fellow Swiss side FC Luzern. The 26-year-old joins Fulham on the final day of the 2013 summer transfer window."
The right-back will provide competition for Sascha Riether in the Cottagers defence and becomes Martin Jol's ninth signing of the transfer window, with Riether, Fernando Amorebieta, Derek Boateng, Maarten Stekelenburg, Ange-Freddy Plumain and Scott Parker having already penned permanent deals.
Adel Taarabt and Darren Bent, meanwhile, have joined on loan.
