"At the time you see it once and you make an honest decision - that's the end of it," Winter said in his regular BBC Sport Online column.
"When I reviewed the video the following day where it showed various camera angles it was blatantly obvious I had got it wrong.
"The score of the game was 1-0 to Arsenal with Fulham's Steve Marlet slicing the ball from a corner it into his own net.
"So, in the game there were two examples of human error and, like Steve Marlet, I can tell you that you don't go out of your way to make mistakes.
"You are somewhat embarrassed by them but all you can do is try and learn.
"It's no good to the Fulham fans or the club's players and management that a referee owns up after a game to say that he got a decision wrong, but that is all we can do.
"I got that wrong, 100%, but it was an honest error.
"I am being as frank and honest as I can but referee's don't just shrug their shoulders and say "tough it's happened".
